Patsy White, Mark’s wife is CEO of West Texas Power Company, and is fulfilling the requirement within a Woman Owned Small Business, by being responsible for the day to day activities of the company.

MARK WHITE, President
​Mark White has been a rancher in West Texas most of his life. Mark is the President of WTPC and will lead our involvement in this project. He graduated from New Mexico State University with a major inRange Management and worked for the United States Soil & Water Conservation Service. He has worked in banking and insurance for over 40 years and is a Charted Financial Consultant (ChFC).

Mark is a member of the American Wind Energy Association (AWEA) and the Texas Renewable Energy Industries Association (TREIA,) and is a charter member of the West Texas Wind Energy Consortium. 

GEORGE ARNOLD, CEP, Operations Manager & Technology/Engineering Director
George Arnold is a certified energy buyer with and extensive background in energy conservation and renewable energy systems. A former Energy Manager for the City of Austin, Texas, he has broad experience in managing major capital projects from planning, through solicitation and procurement, to construction and operation. As a consultant to electric utilities he has planned and implemented energy conservation and distributed generation projects with large public-sector clients. He assembled and led the project team that developed 20 MW emergency power plants for NASA at Kennedy Space Center,and he established back-office business processes for deregulated electricity retailers in Pennsylvania.

George is presently a consultant on smart meter and smart grid technology and security issues to the state of Maine.George holds a Bachelor of Architecture degree from the University of Montréal and a Master of Environmental Planning degree from Arizona State University. He has been named Corporate Energy Manager of the Year by the Association of Energy Engineers and received the Presidential Citation for Federal Design Achievement from the National Endowment for the Humanities, for his work in commercial energy conservation with the Tennessee Valley Authority.

JACK JOHNSON, PE, Monitoring & Maintenance
Jack is a Registered Professional Engineer (TX) and a life-time member of the Institute of Electrical and Electronic Engineers. He holds both a BSEE and MSEE from Texas Tech University. This disabled veteran provides instruction and consultation in design of solar photovoltaic systems (on- and off-grid), electrical engineering, design, development, including electronics, computer systems and networking, controls,and mechanical designs applied to residential and commercial buildings, with an emphasis on energy conservation and air quality. His experience includes:• Design, instrumentation, marketing & research for energy and security monitoring & control systems• Network design and troubleshooting for computer and control systems• Design of power, electronic, and logic circuits for a variety of test and product applications• Programming of personal computers, programmable logic controllers, & automation control systems
